Overview 

The digital sector is ripe for development, with significant opportunities to capitalize on the fastest internet speed in Africa.  It accounts for 18 percent of Madagascar’s economic growth and represents 1.7 percent of its GDP.  The mobile network coverage continues to expand due to growing demand for new technologies among the country’s young population.  The Minister of Digital Development, Post, and Telecommunications seeks to position Madagascar as an emerging player in digital transformation.    

Thanks to private sector investments in fiber optics, Madagascar has the fastest internet speed in Africa. The country is increasingly becoming a destination for technology-intensive business process outsourcing (BPO) companies, providing telecom and data processing services to major international business including Amazon, Deliveroo, and Air France.   
The GoM has established a digital transformation plan 2023-2028 (PSN), focused on developing the telecommunications sector and digitizing public services to make them more inclusive.  It aims to increase the sector’s GDP contribution by six percent by 2028.  To achieve this objective, the GoM seeks to form or strengthen partnerships with nations at the cutting edge of technology, including the United States, France, and India. The Minister of Digital Development has expressed a particular interest in partnering with the United States on digital issues.

New opportunities in the sector include e-commerce, fintech, and remote digital services.  Digital technology could lead to development of new industries and the diversification of the economy.   
More and more local companies, partnering with foreign firms, provide network infrastructure, cloud services, and platform solutions with a focus on security, connectivity, and data integrity. 
Further development of digital payments and e-commerce should increase domestic economic growth and boost cross-border trade.

Opportunities 

In February 2025, Madagascar launched its digital initiative, Choose Digital Madagascar, to attract investments in the digital economy.  It aims at structuring and energizing the country’s digital ecosystem to position it as a global tech hub, attract investors, and showcase local talent.  The initiative also introduced the Excelia quality label to ensure high standards in digital training and services, enhancing the competitiveness of Malagasy talent. The Government of Madagascar has multiple nascent programs meant to form partnerships to modernize and expand telecommunication networks in the country. 
 

Trade events 

There are two premiere events in the country to promote the digital sector: the Grand Salon du Numérique de Madagascar (GSN), which was inaugurated in 2024 and will continue each November, and the Salon du Digital et de l’Innovation (SDI), which occurs everything three years in July.
