Labeling and Marking Requirements

Labels or marks are not mandatory for all imports; however, products need to have their labels certified and registered with relevant ministries before importing into Cambodia. Labels for different products are regulated and certified by different ministries. Suppliers of products that could harm public health or safety are also required to certify that the products comply with the standards set by the Institute of Standards of Cambodia (ISC). Mandatory standards required by the ISC apply to electrical and electronic products, for example. A lack of legal clarity around some labeling requirements remains.

The Ministry of Industry, Science, Technology, and Innovation (MISTI) and the Ministry of Commerce (MoC) are key ministries responsible for labelling requirements and enforcement, though labels for different products are regulated and certified by different line ministries. The IISC under MISTI certifies and registers food product labels before allowing them to circulate in the market. The Consumer Protection Competition and Fraud Repression Directorate-General (CCF) under MoC is responsible for labeling requirements on consumer goods.

According to Prakas 1045 on the labeling of food products, Cambodia requires all packaged food products to display labels translated into Khmer language prior to marketing. If the packages do not have proper labels, it is compulsory for the importers to get pre-shipment clearance from local custom officials.

Furthermore, Prakas 0059 and Prakas 0064 on the Requirements of Labelling of Nutrition Information on Pre-Packed Food Products and Cosmetics promulgated in 2022 also set out the requirements of labelling of nutritional information on pre-packed food products and the requirements for distribution of cosmetics in Cambodia.
