Tajikistan’s ICT sector is playing an increasingly important role in the country’s modernization agenda, driven by the Concept for Digital Economy 2019–2040 and the new “Years of Digital Economy and Innovation 2025–2030” program. These initiatives aim to transform Tajikistan from a primarily agricultural economy into a digital and service-based one, with goals including nationwide broadband coverage, 5G rollout, e-government expansion, and digital finance adoption.
The sector has seen steady growth: the telecommunications market generated around $410 million in revenues in 2024, with forecasts indicating it could reach nearly $480 million by 2027. Tajikistan currently has over 4.9 million internet users, with penetration surpassing 46 percent of the population by 2025, but internet affordability remains one of the lowest in Central Asia. To address this, the government has pledged to reduce costs and expand access to 80 percent of the population by 2028.

Tajikistan has a total of four terrestrial fiber connections via Uzbekistan, the Kyrgyz Republic, and Kazakhstan that all link to different points of the Frankfurt-Shanghai Trans-Asia Europe (TAE) cable that runs through Russia. In 2025, the average mobile internet speed doubled compared to 2022, thanks to infrastructure upgrades and new international fiber optic connections. Tajik government announced in summer 2025 that it laid 108 km of fiber optic line to China to improve internet speed and reduce costs. The country now has five mobile operators (including Tcell, MegaFon, and Babilon-M), one national operator (Tajiktelecom), and around seven licensed internet service providers (ISPs). However, the ICT ecosystem is still dominated by Chinese technologies (Huawei, ZTE) and Russian operators, raising concerns about technological dependency and cybersecurity resilience.
The following standards are available in Tajikistan: GSM, CDMA 20001X, CDMA450A, 3G-UMTS, 4G, and 5G. Tajikistan is gradually rolling out 5G pilot zones in Dushanbe and Khujand (2025) with plans for commercial deployment by 2027. The government also introduced new legislation supporting e-commerce, fintech innovation, and data localization, though the regulatory environment remains challenging under the Tajik Communication Service. The ICT sector also supports digital public services: the National Portal for E-Government, online tax systems, and digital banking apps have grown in usage, while donors such as ADB, and UNDP continue to fund ICT training, rural connectivity, and cybersecurity projects.
