Across Somalia, the Federal Ministry of Commerce and Industry (MOCI) is responsible for issuing business licenses for professional services such as financial auditors, lawyers, and engineer consultancy services.  However, each Federal Member State also requires businesses to register at the state level.  Somaliland does not recognize the certificate issued by the federal ministry.  There are no specific professional bodies or examining bodies for specific sectors; however, new regulations are expected to strengthen the rules and regulation of practices.  Additionally, MOCI has the authority to regulate and license professional services. All business registration can be accessed through the digital business registration portal.

Professional services providers may opt to join membership organizations in their specialization.  For instance, once initial registration is complete with MOCI, private financial and accounting firms may join the Somali Institute of Certified Public Accountants (SICPA), which is the Professional Accountancy Organization (PAO) in Somalia.
