Vietnam Cleantech Energy Transition

Deputy Prime Minister Tran Hong Ha recently signed Decision No. 500/QD-TTg on May 15, 2023, approving the National Power Development Plan for 2021-2030, with a vision towards 2050 (Power Development Plan VIII or PDP8). This decision marks a significant milestone in Vietnam’s energy sector and provides an official endorsement for the long-awaited PDP8.
Vietnam’s new National Power Development Plan 8 (PDP8) sets ambitious targets for ensuring energy security, achieving a fair energy transition, and developing renewable energy industry and service ecosystems. This plan sets ambitious targets for energy security, a fair energy transition, and developing the renewable energy industry and service ecosystems. By implementing PDP8, Vietnam aims to meet its increasing electricity demand, drive economic development, and contribute to global sustainable energy efforts.

Under PDP8, Cleantech arises in Vietnam’s energy sector with export opportunities, particularly for U.S. companies:
Renewable energy equipment and services: U.S. companies with manufacturing infrastructure, cutting-edge renewable energy technology innovations and experience in large-scale production are well-positioned to play a significant role in Vietnam’s solar and wind energy sector. U.S. companies can also benefit from Vietnam’s favorable policies and incentives for renewable energy development. 

Energy efficiency solutions: The PDP8 defined the importance of innovative solutions to address energy and environmental issues. U.S. firms can play a leading role and supply many of the energy-saving solutions Vietnam requires. The participation of the U.S. industry in energy management solutions, automation systems, and smart appliances will support Vietnam in ensuring its energy security and developing a sustainable industrial sector with efficient, digitally enabled, ‘smart’ power that is the core of the development. 

Grid modernization: Vietnam, in the PDP8, maintains its strong commitment to improving the grid infrastructure to offer many opportunities for the transmission and distribution sector across the country. U.S. companies specializing in grid management systems, digital monitoring and control solutions, and advanced metering infrastructure can contribute to Vietnam’s grid modernization efforts. Along with that is the need for a better prepared and capable cybersecurity system to enhance Vietnam’s ability to protect critical energy infrastructure.

Energy storage: Using energy storage technologies will help Vietnam effectively manage the grid and integrate renewable energy sources. U.S. companies offering energy storage solutions such as flow batteries, compressed air energy storage, and thermal energy storage have an opportunity to support Vietnam in addressing grid stability and intermittency challenges.PDP8 sets the foundation for market conditions, regulatory frameworks, and government policies in Vietnam’s clean energy future. GM Vietnam will continue to help strengthen Vietnam’s energy regulatory framework further through the Law of Electricity and Renewable Energy in 2024 to implement PDP8 effectively. We support the country seeking to enhance local energy sector capabilities through trade missions and technical seminars. U.S. companies can participate in sharing expertise, conducting joint research and development projects, and exploring partnerships with local companies to capitalize on the opportunities presented by PDP8.
