Mozambique Digital Transformation Strategy
Digital acceleration is flagged as a key government priority. The creation of the new Ministry “Communications and Digital Transformation “in 2025 unifies all ICT focused public institutions under one ministry. Currently, the government of Mozambique is drafting a Digital Transformation Strategy which is set to transform the country’s digital economy and public governance. The strategy will promote investments and development in the following sectors:
Connectivity
In December 2024, the Government of Mozambique launched the “Internet for All” project, an initiative that aims to expand internet access from currently less than 25% to 100 % of the Mozambican population by 2030. While urban areas experience better connectivity access than rural areas, the National Communications Institute (INCM) plans to launch a series of tenders to partner with companies that can develop connectivity infrastructure and advance digital ecosystems in underserved rural areas.
E-Government and Digital Services
The government of Mozambique will leverage technology to modernize government operations, reduce bureaucratic processes, and improve the citizen services. Flagship projects include:
- Digital Signatures: The Ministry of Communications and Digital Transformation introduced digital signatures to improve government systems and shorten bureaucratic procedures.
- Integration of all e-government systems: The Government of Mozambique will integrate all government systems and unify data management to improve operational performance and limit security breaches.
- E-Gov payment gateway: The Ministry of Finance will lead the deployment of a secure, centralized system that facilitates electronic transactions between citizens/ businesses and government entities enabling online payment for public services, taxes and fees.
- E-Gov procurement platform: On April 2025, the Government of Mozambique launched the project to set an Electronic Procurement System (e-GP) with the goal of public procurement processes more transparent, efficient and traceable.
- Citizen Portal: This portal will provide access to all government services ranging from: digital ID, civil registration, Tax Number and more.
Social Services
Digital technology can be harnessed to reform and enhance healthcare and education. New advanced technologies have shifted traditional education from conventional classroom teaching to more innovative and interactive methods. So far, the National Communication Institute (INCM) has deployed the “Internet nas Escolas” project which targets connect 13 000 public schools and higher education institutions by 2030. Additionally, the Mozambican Minister of Health launched “the Health Units Digitalization Project” in December 2024. This project targets to improve patient care and reduce costs in operational systems by collecting data making it accessible, secure and useful for the different levels of healthcare.
