Kenya ICT Consultancy Service for Developing Regional Cross Border Data Transfer Governance Framework

The Government of Kenya’s ICT Authority has issued a call for expressions of interest from well qualified companies to bid on the Development of Regional Cross Border Data Transfer Regulation.  This project is part of the World Bank’s US$390 million Kenya Digital Economy Acceleration Project and is expected to take 12 calendar months.  The objectives of the project include: 1) analyzing Kenya’s position on regional and international cross-border transfer of data; 2) determining where there is a need for regulation on international cross-border transfers of personal data; 3) facilitating regional collaboration and cooperation on data protection, including within the Eastern Africa Community (EACD); and 4) facilitating trade through the safe transfer of personal data, including trade in digital goods and services.

Kenya has one of the most well-developed digital economies in Africa and has earned it the name “the Silicon Savannah.”  The project represents a good opportunity for U.S. consulting firms with the relevant expertise and experience in cross-border data flows and data privacy issues, including advising on developing and implementing policy and regulatory framework for the governance of the sector.
