China Changes in CCC

The China Compulsory Certificate (CCC) Program is China’s most widely used certification for product quality and safety of imported as well as domestic goods.

Beginning October17, 2019, 17 products - marked in the announcement as “newly added” (“新增”) (see attachment 2 at the bottom of the announcement) will no longer be required to receive third-party certification of conformity, but instead be eligible for self-declaration of compliance (SDOC). Companies will be subject to a set of rules for self-declaration put forth by CNCA and will report their conformity information to relevant departments.

Products eligible for SDOC will only use this method for showing conformity with CCC requirements. Product information will need to be in put on CNCA’s online SDOC system (http://sdoc.cnca.cn) in order for a product to receive a CCC mark before it is shipped from the factory, sold, or otherwise introduced onto the market. The SDOC system will issue a “SDOC for Compulsory Certification Product” document, in lieu of a CCC certificate. Post-supervision requirements for products that received a SDOC document will be the same as those for products with a CCC certificate.

Products included in CNCA’s announcements are:

1. Electric drills
2. Electric grinders
3. Electric hammers
4. Thermal links
5. Cartridge fuse-links of miniature fuses
6. Residual current protective devices
7. Circuit-breakers
8. Fuses
9. Low-voltage switchgear (disconnections, switch-disconnections, fuse combination units)
10. Other devices (contactors, motor starters, indicator light, auxiliary contact assemblies, master controllers, A.C. semiconductor motor controllers and starters)
11. Relays
12. Other switches
13.Other devices that shall fall into #10 and #12
14. Safety belts of automobiles
15. Exterior lightening devices for motor vehicles
16. Seats and head restraints
17. Safety glass products used in motor vehicles

Before December 31st, 2019, companies producing these products choose between SDOC procedures and 3rd party certification of conformity with CCC requirements, but are encouraged to choose SDOC.

Starting January 1st, 2020, companies producing these products can only use SDOC procedures. CCC certificates will not be issued for those product categories.

By October 31, 2020, companies whose products have received CCC certificates should follow SDOC procedures to receive a SDOC document and nullify their CCC certificate.
