Commerce found that “critical circumstances” exist with respect to imports of granular PTFE resin from India for mandatory respondent Gujarat Fluourochemicals Limited and all other producers and exporters. Consequently, Commerce instructed U.S. Customs and Border Protection to impose provisional measures retroactively on entries of granular PTFE resin from India, effective 90 days prior to publication of the preliminary determination in the Federal Register, for the affected producers and exporters.
