Brazil Telecom Equipment Import Procedures
Brazil’s updated telecom equipment import rules may require U.S. exporters to adjust certification, customs documentation, and local representative procedures.
Brazil’s National Telecommunications Agency (ANATEL) has implemented regulatory updates that directly affect U.S. exporters of telecommunications equipment to Brazil. Effective May 25, 2026, Ato No. 18086 revises operational procedures for imported telecom products, including requirements that certification test samples match approved testing quantities, commercial imports be conducted only by certificate holders or authorized representatives, and ANATEL certification numbers be included in Brazil’s Single Import Declaration (DUIMP) customs documentation.
ANATEL is also integrating its certification database with Brazil’s Integrated Foreign Trade System (SISCOMEX), increasing the likelihood that customs authorities will identify certification discrepancies during import clearance. In parallel, Resolution No. 780/2025 amended Brazil’s conformity assessment framework, expanding homologation obligations and liability exposure for market participants, including online marketplaces.
These changes create a near-term compliance priority for U.S. manufacturers and exporters of telecom equipment, connected devices, network infrastructure, wireless systems, routers, antennas, IoT devices, and other ICT products subject to ANATEL certification. U.S. firms should review whether their Brazilian importers, distributors, or authorized representatives hold the appropriate certificates and can provide required certification data in customs filings.
The new procedures may also create demand for U.S. and Brazil-based compliance, testing, certification, customs brokerage, and regulatory advisory services that help exporters navigate ANATEL homologation and import-clearance requirements.
