Brazil Energy Hydrogen Biomethane Integration

In late 2025, Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) updated its internal regulations to formally include oversight of low-carbon hydrogen and the Biomethane Guarantee of Origin Certificate (CGOB). The update aligns with Brazil’s hydrogen legal framework and the Fuel of the Future Law, providing regulatory clarity expected to accelerate market development and create early commercial opportunities.

The changes are anchored in recent legislation. Law No. 14,948/2024 authorizes ANP to regulate, approve, and supervise low-carbon hydrogen production, defined as hydrogen with lifecycle emissions of no more than seven kilograms of CO₂ equivalent per kilogram. Law No. 14,993/2024 (Fuel of the Future Law) and Decree No. 12,614/2025 establish the framework for biomethane and CGOBs, which certify renewable origin and emissions reductions relative to natural gas and function as tradable compliance instruments.

By formally recognizing hydrogen and CGOBs, Brazil is strengthening its ability to meet domestic industrial demand while positioning itself as a potential exporter of low-carbon hydrogen. The CGOB framework incentivizes biomethane production, supports fuel substitution, and enables participation in emissions-reduction markets. These measures complement existing programs such as RenovaBio and blending mandates.

For U.S. companies, the regulatory update creates opportunities in hydrogen production technologies, electrolyzers, biomethane upgrading systems, engineering services, certification and MRV platforms, and digital tracking or trading infrastructure. While implementation will depend on forthcoming technical rules, infrastructure buildout, and policy stability, early engagement will position firms to participate as Brazil scales its low-carbon fuel markets.
