Brazil Electricity Regulator Approves Major Transmission Modernization

In March 2026, Brazil’s electricity regulator (ANEEL) approved a major transmission modernization program to strengthen reliability, efficiency, and resilience across the National Interconnected System (SIN). The initiative responds to rising electricity demand, growing renewable energy integration, and increased hydrological variability affecting hydropower generation.

ANEEL authorized approximately USD 108 million for around 100 priority upgrades, with total investments potentially reaching USD 180 million. The projects target aging transmission assets nearing the end of their regulatory life, reducing operational risks and ensuring continuity of supply.

Implemented under the POTEE 2025 cycle, the program focuses on substation and transmission line upgrades, including transformer replacements, modernization of switchgear and reactors, and deployment of advanced monitoring and control systems. These improvements will reduce technical losses, enhance grid reliability, and support renewable energy integration.

The regulatory framework imposes strict cost ceilings and execution timelines, with investments incorporated into transmission companies’ Annual Allowed Revenue (RAP), ensuring cost recovery while maintaining tariff stability.

ISA Energia Brasil leads the largest share of investments (USD 50–60 million), focusing on high-load substations and renewable integration. Axia Energia (USD 20–25 million) is prioritizing regional capacity upgrades and equipment replacement, while other concessionaires are undertaking smaller but critical reinforcements.

Overall, the program strengthens Brazil’s energy security by reducing outage risks, improving efficiency, and enhancing resilience to extreme weather, while enabling continued expansion of wind and solar generation.

Opportunities for U.S. Companies:
The scale and technical complexity of these upgrades create strong opportunities for U.S. suppliers of high-voltage equipment, grid digitalization technologies, and substation components. U.S. firms are well-positioned to compete in procurement processes and form partnerships with Brazilian transmission operators, supporting both export growth and the deployment of advanced grid solutions in Brazil.
