Brazil AI Education
Brazil’s R$23 billion Plano Brasileiro de Inteligência Artificial (PBIA), launched in 2024, places education and workforce development at the center of the country’s AI strategy, creating opportunities for U.S. providers of education technology, AI training, and digital learning solutions.
The PBIA establishes ambitious goals through 2028, including training more than 5 million workers in AI-related skills, integrating AI literacy into primary and secondary education, expanding graduate programs in AI and data science, and creating AI research centers linked to Brazilian universities. Implementation will be supported through partnerships with federal universities, the SENAI and SENAC technical education networks, research institutions, and state education secretariats.
As Brazil expands AI education nationwide, demand is expected to grow for AI curricula, digital learning platforms, educator training, certification programs, cloud-based learning management systems, adaptive learning technologies, virtual laboratories, and AI-ready educational infrastructure. The scale of implementation is expected to exceed current domestic capacity, creating opportunities for international technology providers.
U.S. companies offering AI training platforms, workforce upskilling programs, educational software, cloud services, cybersecurity for education, digital credentials, and Portuguese-language or localized content are well positioned to support Brazil’s AI workforce development strategy. Opportunities may also emerge through partnerships with universities, technical education institutions, state governments, and private-sector training organizations implementing PBIA initiatives.
Companies should monitor procurement opportunities issued by the Ministry of Science, Technology and Innovation (MCTI), the Ministry of Education (MEC), federal universities, and the SENAI/SENAC networks, while pursuing partnerships with Brazilian education and technology providers to strengthen market access.
