International Air Passenger Enplanements To and From the United States Down 0.8 percent Year Over Year in May 2025

 

Overseas Visitation to the United States Down 2.8 percent Year Over Year in May 2025

 

Data recently released by the National Travel and Tourism Office (NTTO) show that in May 2025:

U.S.-international air traffic passenger enplanements1 totaled:

  • 23.021 million in May 2025, down 0.8 percent compared to May 2024, with enplanements reaching 104.54 percent of pre-pandemic May 2019 volume.

Originating Non-Stop Air Travel in May 2025

  • Non-U.S. citizen air passenger arrivals to the United States from foreign countries totaled:
    • 4.735 million in May 2025, down 5.3 percent compared to May 2024.
    • This represents 86.3 percent of pre-pandemic May 2019 volume.

On a related note, overseas visitor arrivals2 totaled 2.959 million in May 2025, which reached 84.1 percent of pre-pandemic May 2019 volume, down from 85.6 percent in April 2025. May 2025 overseas visitor arrivals decreased 2.8 percent compared to May 2024. (See May I-94 Advance Release)

  • U.S. citizen air passenger departures from the United States to foreign countries totaled:
    • 6.855 million in May 2025, up 1.7 percent from May 2024.
    • This exceeded May 2019 volume by 23.3 percent.

World Region Highlights in May 2025 (APIS/I-92 arrivals + departures)

  • Total air passenger travel (arrivals and departures) between the United States and other countries were led by Mexico (3.210 million, -2.1 percent Year-Over-Year (YOY)), Canada (2.563 million, -8.3 percent YOY), the United Kingdom (1.959 million, -3.1 percent YOY), Germany (1.044 million, + 2.2 percent YOY), and France (916,000, +4.1 percent YOY).
     
  • International regional air travel to/from the United States:
    • Europe totaled 7.473 million passengers, up 2.8 percent over May 2024, and up 5.2 percent compared to May 2019.
    • South/Central America/Caribbean totaled 5.285 million, down 3.8 percent from May 2024, and up 10.3 percent compared to May 2019.
    • Asia totaled 2.663 million passengers, up 4.6 percent over May 2024, but down 19.1 percent compared to May 2019.
       
  • Top U.S. ports serving international locations were New York (JFK) 3.095 million, Los Angeles (LAX) 2.046 million, Miami (MIA) 1.979 million, San Francisco (SFO) 1.405 million, and Chicago (ORD) 1.362 million.
     
  • Top foreign serving U.S. locations were London Heathrow (LHR) 1.629 million, Toronto (YYZ) 1.033 million, Cancun (CUN) 969,000, Paris (CDG) 816,000, and Frankfurt (FRA) 694,000.

I-92/APIS International Air Passengers

The APIS/I-92 Program provides information on non-stop international air traffic between the United States and other countries. The data has been collected from the Department of Homeland Security - Customs and Border Protection’s Advance Passenger Information System (APIS) since July 2010. The APIS based “I-92” system provides air traffic data on the following parameters: number of passengers, by country, airport, scheduled or chartered, U.S. Flag, foreign flag, citizens and non-citizens.
