International Air Passenger Enplanements To and From the United States Down 0.1 percent Year Over Year in December 2025
Overseas Visitation to the United States Down 1.3 percent Year Over Year in December 2025
Data recently released by the National Travel and Tourism Office (NTTO) show that in December 2025:
U.S.-international air traffic passenger enplanements1 totaled:
- 23.2 million in December 2025, down 0.1 percent compared to December 2024, with enplanements reaching 109.9 percent of pre-pandemic December 2019 volume.
Originating Non-Stop Air Travel in December 2025
- Non-U.S. citizen air passenger arrivals to the United States from foreign countries totaled:
- 5.3 million in December 2025, down 2.9 percent compared to December 2024.
- This represents 93.8 percent of pre-pandemic December 2019 volume.
On a related note, overseas visitor arrivals2 totaled 3.2 million in December 2025, which reached 92 percent of pre-pandemic December 2019 volume, up from 85 percent in November 2025. Year-to-date through December, total overseas visitation was down 2.5 percent compared to the same period last year. (See December I-94 Advance Release)
- U.S. citizen air passenger departures from the United States to foreign countries totaled:
- 6.9 million in December 2025, up 3.2 percent from December 2024.
- This exceeded December 2019 volume by 30.3 percent.
World Region Highlights in December 2025 (APIS/I-92 arrivals + departures)
- Total air passenger travel (arrivals and departures) between the United States and other countries were led by Mexico (4 million, -0.1 percent Year-Over-Year YOY), Canada (2.4 million, -11.9 percent YOY), the United Kingdom (1.6 million, -5.6 percent YOY), the Dominican Republic (994,000, +6.8 percent YOY), and Japan (928,000 +8.9 percent YOY).
- International regional air travel to/from the United States:
- Europe totaled 5.6 million passengers, down 0.3 percent from December 2024, and up 3.1 percent compared to December 2019.
- South/Central America/Caribbean totaled 6.3 million, down 0.9 percent from December 2024, and up 25.3 percent compared to December 2019.
- Asia totaled 2.8 million passengers, up 7.3 percent over December 2024, but down 15.9 percent compared to December 2019.
- Top U.S. ports serving international locations were New York (JFK) 2.8 million, Miami (MIA) 2.3 million, Los Angeles (LAX) 2.1 million, San Francisco (SFO) 1.4 million, and Newark (EWR) 1.4 million.
- Top foreign ports serving U.S. locations were London Heathrow (LHR) 1.4 million, Cancun (CUN) 1.1 million, Toronto (YYZ) 1 million, Mexico City (MEX) 855,000, and Paris (CDG) 668,000.
