FAQs

Why is the U.S. Commercial Service updating its User Fee Schedule?

The U.S. Commercial Service (Global Markets) is updating its User Fee Schedule to better align fees with the cost and level of effort required to deliver services and to provide a more consistent and transparent pricing structure across programs.

What changes are being made?

The updated User Fee Schedule includes:

  • Adjustments to certain standard service fees to reflect the level of effort required
  • A consistent pricing structure across clients
  • Inclusion of services not previously reflected in the User Fee Schedule
  • Additional details, including final fees, will be available following the conclusion of the public notice period.

Why are fees increasing for some services?

The U.S. Commercial Service conducted a comprehensive review of the cost and level of effort required to deliver its services. This review identified areas where fees did not fully reflect the resources required to provide high-quality support. The updated fees are designed to better align pricing with the actual cost of delivering these services.

Are discounts for small- and medium-sized businesses still available?

No. The updated User Fee Schedule introduces a consistent pricing structure for companies of all sizes.

The U.S. Commercial Service remains committed to supporting U.S. companies of all sizes, including small and medium-sized businesses, through its full range of services and global network.

Are U.S. Commercial Service services changing?

No. The U.S. Commercial Service will continue to offer the same core services that support U.S. companies in identifying opportunities, entering new markets, and expanding internationally.

Will new services be included in the User Fee Schedule?

Yes. The updated schedule incorporates additional services that were not previously reflected, including services offered through the Rural Export Center and programs supporting trade show organizers.

When will the new fees take effect?

The updated User Fee Schedule will take effect following the completion of the public notice and comment period. The revised user fee schedule will be implemented on July 22, 2026.

How can I provide feedback on the proposed changes?

Stakeholders are encouraged to review the Federal Register Notice and submit comments through the channels identified in the notice during the public comment period. Public input collected will be used to inform any future fee schedule revisions.

Why are these changes happening now?

The User Fee Schedule has not been updated in several years. Since that time, the cost of delivering services has evolved, and a review was conducted to ensure fees accurately reflect the level of effort required and align with current operations.

How do these changes benefit clients?

The updated structure provides greater transparency and consistency in pricing while ensuring the U.S. Commercial Service can continue delivering high-quality, impactful services to U.S. businesses worldwide.

Global Business Navigator Chatbot Beta

Welcome to the Global Business Navigator, an artificial intelligence (AI) Chatbot from the International Trade Administration (ITA). This tool, currently in beta version testing, is designed to provide general information on the exporting process and the resources available to assist new and experienced U.S. exporters. The Chatbot, developed using Microsoft’s Azure AI services, is trained on ITA’s export-related content and aims to quickly get users the information they need. The Chatbot is intended to make the benefits of exporting more accessible by understanding non-expert language, idiomatic expressions, and foreign languages.

Limitations

As a beta product, the Chatbot is currently being tested and its responses may occasionally produce inaccurate or incomplete information. The Chatbot is trained to decline out of scope or inappropriate requests. The Chatbot’s knowledge is limited to the public information on the Export Solutions web pages of Trade.gov, which covers a wide range of topics on exporting. While it cannot provide responses specific to a company’s product or a specific foreign market, its reference pages will guide you to other relevant government resources and market research. Always double-check the Chatbot’s responses using the provided references or by visiting the Export Solutions web pages on Trade.gov. Do not use its responses as legal or professional advice. Inaccurate advice from the Chatbot would not be a defense to violating any export rules or regulations.

Privacy

The Chatbot does not collect information about users and does not use the contents of users’ chat history to learn new information. All feedback is anonymous. Please do not enter personally identifiable information (PII), sensitive, or proprietary information into the Chatbot. Your conversations will not be connected to other interactions or accounts with ITA. Conversations with the Chatbot may be reviewed to help ITA improve the tool and address harmful, illegal, or otherwise inappropriate questions.

Translation

The Chatbot supports a wide range of languages. Because the Chatbot is trained in English and responses are translated, you should verify the translation. For example, the Chatbot may have difficulty with acronyms, abbreviations, and nuances in a language other than English.
