The United Kingdom Initiates Countervailing Duty Investigation into Hydrotreated Vegetable Oil from the United States
On March 13, 2025, the United Kingdom’s Trade Remedies Authority initiated a countervailing duty (CVD) investigation into imports of hydrotreated vegetable oil (HVO) from the United States. If an affirmative decision is issued in this investigation, duties may be imposed on subject U.S. exports.
What is a countervailing duty (CVD) investigation?
A CVD (or anti-subsidy) investigation assesses whether foreign producers are receiving unfair government subsidies and whether those subsidies are causing or threatening to cause injury to the domestic industry.

U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Product Under Investigation
The product subject to this investigation is defined as biodiesel (or paraffinic diesel fuel / gasoil) obtained from synthesis or hydrotreatment of oils and fats of non-fossil origin, in pure form or as included in a blend. This biodiesel is commonly known as hydrotreated (hydrogenated) vegetable oil diesel (HVO), renewable diesel or green diesel. Synthetic paraffinic kerosene (also known as sustainable aviation fuel (SAF)) is excluded from this description of biodiesel.
