Mexico Initiates Review of its Antidumping Duty Measure on Certain Carbon Steel Pipe with Straight Longitudinal Seam from the United States
On May 21, 2025, Mexico’s International Trade Practices Unit initiated an expiry review of its antidumping (AD) duty measure on imports of carbon steel pipe with straight longitudinal seam (carbon steel pipe) from the United States. Mexico’s AD measure on carbon steel pipe has been in place since May 17, 2005. The AD duties currently in place for U.S. producers/exporters range from 4.04 percent to- 25.43 percent.
What is an expiry review?
An expiry review is also known as a sunset review, and its purpose is to determine whether the revocation of the antidumping or countervailing measure would be likely to lead to the continuation or recurrence of dumping or unfair subsidization and material injury to the domestic industry. The measure may only be extended beyond five years, counting from the date on which a measure was first instituted or the most recently completed expiry review, if both conditions are met.

Products Under Review
The subject merchandise is carbon steel pipe with straight longitudal seam, with outside diameters greater than 16 and up to 48 inches and wall thickness in a range ranging from 0.188 to 1,000 inches. It is commercially known as straight welded carbon steel pipe. Straight welded carbon steel pipe is primarily used for transmission of gases and fluids, mainly oil, gas and water. It can also be used for structural purposes.
