Mexico Initiates Countervailing Duty Investigation into Pork Leg and Shoulder from the United States
On December 15, 2025, Mexico’s International Commercial Practices Unit (UPCI) initiated a countervailing duty (CVD) investigation into imports of pork leg and shoulder from the United States. If an affirmative decision is issued in this investigation, duties may be imposed on subject U.S. exports.
What is a countervailing duty (CVD) investigation?
A CVD (or anti-subsidy) investigation assesses whether foreign producers are receiving unfair government subsidies and whether those subsidies are causing or threatening to cause injury to the domestic industry.
How can I participate?
U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. The products subject to this investigation are pork leg and shoulder, with and without bone, whether fresh, chilled, or frozen. The merchandise under investigation is currently classified under Harmonized Tariff Schedule (HS) codes: 0203.12.01, 0203.19.99, 0203.22.01, and 0203.29.99.
