Mexico Initiates Antidumping Duty Investigation into Cold-Rolled Steel (CRS) from the United States, China, and Malaysia.
On February 16, 2026, Mexico’s International Commercial Practices Unit (UPCI) initiated an antidumping duty (AD) investigation into cold-rolled steel (CRS) from the United States, China, and Malaysia. If an affirmative decision is issued in this investigation, duties may be imposed on subject U.S. exports.
What is an Antidumping Duty (AD) Investigation?
An AD investigation assesses whether foreign goods imported into a country are being sold at less than fair value (below prices or costs) in the domestic market (i.e., being dumped) and whether this is causing or threatening to cause injury to the domestic industry.
How can I participate?
U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. Please follow the directions outlined in paragraphs 780 and 781 of the Initiation Notice for instructions on how to register as interested party in this proceeding.

The product subject to this investigation is cold-rolled steel (CRS), both alloyed and non-alloyed; not plated or coated; with a thickness of less than 4.75 millimeters, regardless of width (including widths less than, equal to, or greater than 600 mm). The merchandise under investigation is currently classified under Harmonized Tariff Schedule (HS) codes: 7209.15.04, 7209.16.01, 7209.17.01, 7209.18.01, 7209.25.01, 7209.26.01, 7209.27.01, 7209.28.01, 7209.90.99, 7211.23.03, 7211.29.99, 7211.90.99, 7225.50.91, and 7226.92.06. The petitioner also indicated that the products subject to the investigation may enter under tariff codes 9802.00.01, 9802.00.02, 9802.00,03, 9802.00.04, 9802.00.06, 9802.00.07, 9802.00.10, 9802.00.12, 9802.00.13, 9802.00.14, 9802.00.15, 9802.00.17, 9802.00.19, 9802.00.20, and 9802.00.21.
