West Bank: Information Technology Palestinian Digitalization in Local Government
Since its establishment, the Palestinian Authority has considered adopting an e-government platform to provide better services to Palestinian citizens and to enhance the government’s efficiency. As a result, several projects have been implemented including:
- The National Data Transfer - an initiative to enhance infrastructure, establish clear data governance frameworks, and promote data sharing between government agencies, private sector entities, and international organizations
- ZINNAR - a framework to standardize datasets between government agencies
- Hukumati (“My Government”) - the Palestinian government electronic services portal
Also, a few laws have been implemented including the Electronic Transaction Law, the Cybersecurity and ICT crimes law, and the presidential decree to regulate the electronic government services system.
In 2024, the Palestinian government announced its National Digital Strategy 2025-2030 to digitalize and develop public services to citizens. As a result, the Ministry of Local Government launched a digital strategy to transform the local government units into e-municipalities. The general purpose of the strategy is to advance the quality of service provided to citizens by achieving digital transparency, accountability, and efficiency. The strategy’s goals are to enhance digital infrastructure and technological tools, build civil servants’ capacities, educate the local government units’ staff and raise awareness about the importance of digital transformation, and enhance digital resilience by providing continued uninterruptable services.
To guarantee its implementation, the strategy identified key dimensions such as:
- Availability of systems and software
- Availability of the technological infrastructure for digital transformation
- Designing and developing e-services
- Sustainability of IT systems and equipment
- Trust and culture awareness programs for the local government units’ staff
The digital transformation strategy in the West Bank offers a good potential for U.S. companies specialized in digital solutions and cybersecurity in the public sector.
