Vietnam Energy Green Transport

The program is part of Vietnam’s strategy to realize its government’s commitments made at the 26th UN Climate Change Conference of the Parties (COP26) in November 2021 to achieve net-zero emissions by 2050. Vietnam sets specific targets for 2 periods: from 2022 -2030 and from 2031 -20250 with transition roadmap categorized by six methods of transport including road vehicles, railway, inland waterways, maritime, aviation and urban transport.  This Action Plan provides U.S. exporters of green transportation with direct information on government policies related to this sector to assist its market entry strategy and activities.

2031 - 2050
Road vehicles
  • Promote production and import of electric road vehicles.
  • Promote the use of E5 gas for 100% road vehicles.
  • Develop EV charging infrastructures.
  • Encourage the transition to green energy for new and existing bus stations and rest stops.
  • By 2040: phase out production and import of fossil fuel road vehicles.
  • By 2050: 100% road vehicles and heavy construction vehicle/equipment will use electricity or green energy. Bus stations and rest stops meet green criteria. 
Railways
  • Do pilot studies on railway vehicles using electricity and green energy on existing railway lines in Vietnam. 
  • Invest in construction of new electrified railway lines.
  • Develop plan to replace old railway vehicles with new one using electricity and green vehicles.
  • Encourage transition to green material handling equipment at gas stations.
  • By 2040: partially phase out production and import of fossil fuel railway vehicles and equipment. 
  • By 2050: 100% railway locomotives and equipment will use electricity or green energy.
  • Improve and upgrade existing railway infrastructures to meet green criteria.
Inland waterways
  • Encourage the investment in building and importing green/electricity inland waterway vehicles and promote transition to use green/electricity vehicle.
  • Research and develop criteria for green ports and green transport. Implement pilot projects in some ports and convert to green transport routes.
  • By 2040: partially phase out production and import of fossil fuel railway vehicles and equipment. 
  • By 2050: 100% railway locomotives and equipment will use electricity or green energy.
  • Improve and upgrade existing railway infrastructures to meet green criteria.
Maritime
  • Encourage Vietnamese ships fully comply with the regulations of Annex VI of the MARPOL Convention and IMO Strategy to mitigate GHG emissions.
  • Encourage transition to use green/electricity vehicles and equipment.

  • From 2035: 100% newly built, imported, converted ships will use electricity or green energy.
  • From 2050: 100% vehicles and equipment in ports will use electricity or green energy.
Aviation
  • By 2030: complete the database system of energy use and fuel consumption of aviation enterprises.
  • From 2027: research the use of alternative fuels to partly supplement aviation fuels.    
  • From 2035: 100% new passenger vehicles and other vehicles in airports will use electricity or green energy. At least 10% of short-distance flights will use sustainable fuel. 
  • From 2040: 100% vehicles operating in airfields will use electricity or green energy.
  • From 2050: transition to 100% green energy and sustainable aviation fuels for aircrafts
Urban transport    
  • From 2025: 100% new buses will use electricity or green energy. 
  • Public transport coverage is expected to reach 45% - 50% in Hanoi; 25% in Ho Chi Minh City; at least 5% in class-I urban areas.
  • From 2030: at least 50% vehicles and 100% new taxis will use electricity and green energy. 
  • By 2050: 100% buses and taxis will use electricity and green energy. 
  • Public transport coverage is expected to reach at least 40% and 10% in special urban areas and class-I urban areas.
