UAE Oil and Gas Sector Opportunities for U.S. Companies

The United Arab Emirates (UAE) offers many opportunities for U.S. companies in the oil and gas sector. The UAE is at the forefront of advancing energy opportunities, with the oil and gas sector accounting for 70 percent of the UAE government revenues in recent years.  Oil exports account for 25 percent of the GDP.  Abu Dhabi National Oil Company  (ADNOC) is currently investing $150 billion to increase its maximum sustainable production from about 4 million barrels per day (mbpd) to 5 mbpd by 2027.  The UAE has been consistently promoting a higher production quota to capitalize on its lowest per-barrel oil production costs.  The UAE is also rapidly expanding its gas sector.  The Ruwais Liquefied Natural Gas (LNG) project, set for completion in 2028 with a capacity of 9.6 million tons per annum (mtpa), will more than double ADNOC’s total capacity to 15 mtpa.  Ambitious plans to increase domestic nuclear and solar energy production could enable the UAE to sell its gas as LNG rather than use it to fuel domestic power plants.  

During President Trump’s May 2025 visit to Abu Dhabi, ADNOC expanded collaboration with U.S. companies, announcing over $60 billion in new energy projects, including:

  1. a partnership between ADNOC, ExxonMobil, and Japan Oil Development Company (JODCO) to increase the oil production capacity of Abu Dhabi’s Upper Zakum offshore field;
  2. an agreement between ADNOC and Occidental Petroleum to explore expanding production capacity at the Shah sour gas field; and
  3. an agreement with EOG Resources for an exploration concession for Unconventional Onshore Block 3 in Abu Dhabi. 

Opportunities

  • ADNOC launched a “Make it with ADNOC” App to boost industrial growth.  This App outlines 500 products which ADNOC is interested in.
  • During the next ADNOC-hosted Business Partnership Forum aimed at contractors during ADIPEC (November3-6, 2025), ADNOC will discuss its full procurement plan for the next two years.
  • 3 top categories for ADNOC are: 1) Drilling; 2) Capital Projects (big CAPEX programs); 3) Operations (Upstream and Downstream).

Note: To provide goods and services to ADNOC or bid on ADNOC opportunities, companies should be legally licensed through Abu Dhabi Department of Economic Development (ADDED) and register and pre-qualify with ADNOC.  They can also partner with a locally licensed agent, establish a local branch or register a joint venture.
