Thailand Navy Frigate Program

U.S. companies in the defense, port infrastructure, and shipbuilding sectors have a timely and strategic opportunity to engage with the Royal Thai Navy (RTN) as it embarks on a major modernization and fleet expansion program.  This initiative provides a pathway for U.S. firms to integrate their advanced technologies, systems, and services into a high-profile, multi-year naval development effort in Thailand.

The RTN is focused on expanding and modernizing its frigate fleet through a combination of acquisitions and/or local construction.  The RTN is looking to collaborate with both local and foreign shipbuilding companies, including potential partnerships with U.S. suppliers, to meet its requirements.  The objective is to incorporate advanced naval technologies and expertise into the development of frigates while securing a multi-year budget plan to fund the program. 

The RTN plans to construct two frigates of approximately 4,000 deadweight tons (DWT) each and is evaluating multiple development models. These include options for foreign procurement, joint ventures with local shipyards, and investments in port infrastructure to support long-term naval capabilities. The initial program budget is estimated at approximately $530 million per ship for the construction of one frigate, with another frigate budget proposal planned for the following year. The RTN are developing TORs and expect to start contracting by the end of 2025.

Three primary naval dockyards are available for collaborative use, offering potential partners access to facilities for construction, maintenance, and future upgrade operations.  The RTN is especially interested in partnering with companies that can deliver cutting-edge technologies, equipment, and expertise. These collaborations may also extend to areas such as workforce development, technology transfer, and port infrastructure improvements—components that will be crucial to the success of Thailand’s long-term maritime defense strategy.

Interested U.S. companies should express their interest in collaborating with the RTN by providing capability statements, concept proposals, or reference projects.  It is also important for companies to explore potential partnerships with local entities and assess the compatibility of their technologies with RTN’s goals and budget constraints.  This partnership effort is part of a broader strategy to modernize Thailand’s naval fleet and enhance its defense capabilities through international collaboration.
