Saudi Arabia Cosmetics & Perfumery Labeling Update

SFDA Circular No. 37719/2, issued on February 14, 2025, prohibits the use of phrases or slogans on product labels that suggest the product is primarily or exclusively manufactured or intended for a geographical area other than the Saudi market. This directly affects U.S. exporters of cosmetics and perfumes to Saudi Arabia.  

This regulation aims to ensure all cosmetic products in the Saudi market meet the same high standards, regardless of origin, and prevent consumer misconception that products labeled for other regions might be of different quality.  U.S. companies exporting to the Saudi market must now review and revise their product labeling to remove any indication that the product is manufactured or intended primarily for a market outside of Saudi Arabia.  Examples of prohibited phrases might include “For Export Only,” “European Market Edition,” “Exclusive for [Region/Country]” or similar regional designations.  Non-compliant products risk not being cleared through Saudi customs. U.S. exporters should consult the SFDA website and potentially engage with local Saudi distributors or regulatory consultants to ensure full compliance and avoid trade disruptions.
