Qatar Transitions to 12-Digit Harmonized System (HS) Code
In January 2025, Qatar took a significant step to align with international trade standards and facilitate improved customs processes by implementing a new tariff system that uses 12-digit HS codes instead of 8-digit tariff codes. This change in code usage ensures precise classification for calculating the applicable customs tax rate, identifying non-tariff obstacles, conducting statistical analysis, and supporting research on analyzing market demand and trends, as well as classifying sub-products.
Qatar initially adopted the use of HS customs codes in 1995 and became an official member of the Harmonized System Convention in 2004.
Implementing the new 12-digit HS code customs tariff system allows Qatar to join a unified tariff system adopted by the Gulf Cooperation Council (GCC), an intergovernmental organization of Arab governments in the Persian Gulf. It will ensure the precise identification of items to be discussed in bilateral, regional, or international agreements, as well as compatibility with the Harmonized System of the World Customs Organization.
