Qatar launched a new tiered excise tax regime effective July 6, 2026, for sweetened beverages, replacing its previous flat tax rate with a system based on sugar content per volume. The new Law No. (2) of 2026 mandates differentiated tax rates for products according to their sugar or artificial sweetener concentration, impacting pricing, formulation, and compliance strategies.
Scope of Taxation
The excise tax encompasses all beverages manufactured or imported into Qatar containing natural or added sugars and other sweeteners, including soft drinks, juices, concentrates, powders, and extracts. Notably, products with only natural sugars (no added sweeteners) are exempt, while beverages made exclusively with artificial sweeteners are exempt from tax. Carbonated beverages are now assessed solely on their sugar and sweetener content, and energy drinks remain subject to a 100% excise tax, separate from the new tiered system.
One percent of excise tax revenue is earmarked for Qatar’s Ministry of Public Health to support national health awareness campaigns.
Tiered Tax Rates and Sugar Thresholds
- Low sugar: Less than 5g per 100 ml – 0 QAR per liter (exempt)
- Medium sugar: 5g to 7.99g per 100 ml – 0.77 QAR per liter
- High sugar: 8g or more per 100 ml – 1.06 QAR per liter
- Artificial sweeteners only (no added sugar): 0 QAR per liter
Registration, Testing, and Compliance
All sweetened beverage products must be registered via Qatar’s Dhareeba Tax Portal. Products must be updated based on their sugar tier. Excise tax is determined by total sugar content per 100 ml. Registration needs a General Tax Authority (GTA)-accredited lab report showing sugar and sweetener amounts; without one, products are labeled “high sugar” and taxed at the highest rate.
