Qatar Artificial Intelligence (AI) and technology developments
Qatar is pursuing a bold strategy to become a regional hub for artificial intelligence (AI) as it diversifies beyond oil and gas. In 2019, Qatar’s government introduced a comprehensive National Artificial Intelligence Strategy in alignment with its long-term National Vision 2030 to develop a knowledge-based economy. AI is a vital sector to foster diversification of Qatar’s economy into a knowledge and services hub backed by world-class infrastructure and highly educated human capital. Qatar has taken decisive steps to demonstrate its commitment:
Technology Frameworks: The National Artificial Intelligence Strategy was followed in 2024 with Qatar’s Digital Agenda 2030. In 2025, Qatar published the Principles and Guidelines for Ethical Use of AI for the public to ensure the responsible development and deployment of AI across various sectors.
- Strategic Investments: In 2024, the Qatar Investment Authority (QIA) launched the Fund of Funds, a program to attract leading venture capital funds and entrepreneurs to Qatar. Building on this momentum in 2025, QIA signed a $20 billion partnership with Brookfield to form “Qai,” Qatar’s national AI company, established to invest in AI infrastructure.
- Global Events: Qatar has established multi-year agreements to host premier tech events including World Summit AI Qatar, Web Summit Qatar and MWC Doha, all of which position Qatar as a hub for tech policy and entrepreneurship.
- R&D: Hamad Bin Khalifa University (HBKU) is the lead institution in Qatar for R&D. HBKU is also the host of Qatar’s Computing Research Institute (QCRI), which developed Fanar, a locally developed Arabic AI Large Language Model. In addition, to explore the boundaries of both theoretical and experimental quantum science, HBKU hosts the Qatar Center for Quantum Computing (QC2),
Qatar has the ambition and resources to build an AI future and can benefit from partnering with the right U.S. players. Whether in AI and data infrastructure, AI for public safety and security, or AI integration in such key sectors as energy, finance, or healthcare, U.S. companies have many opportunities to play a vital role in Qatar’s AI transformation.
