The Philippines' Safety and Security Industry

Senate Bill No. 2004 aims to modernize the Philippines National Police  (PNP) personnel, systems, equipment, and infrastructure. The program has a proposed budget of approximately $2.56 billion and will be implemented over the next 10 years.  In 2022-2023, the PNP is focusing on acquiring more modern assets and advanced equipment and systems for enhanced law enforcement capabilities. The projected budget for equipment acquisition and upgrading is $1.93 billion and infrastructure and facilities development total is $635 million. The bill is pending in Congress and Philippine legislators anticipate it will be approved soon.  

The PNP plans to procure solutions and technologies for: 

  • Mobility – personnel carriers, personal transport, patrol jeeps, trucks, watercraft, and aircraft such as hospital and rescue helicopters.
  • Firearms Capability –pistols/handguns, assault rifles, light machine guns, ammunition, and related equipment.
  • Communications –handheld radios, tactical radios, base radios, command centers, operation center using satellite communication, and other ICT equipment and systems to support smart policing for the adoption of secured, modern, artificial intelligence (AI)-driven, real time ICT systems. 
  • Investigative Equipment and Infrastructure Construction – fingerprinting kits, forensic equipment, upgrade of crime laboratory, construction of police stations, training institutions, and hospitals.
  • Internal Security Operations Equipment – ballistic helmets, night vision goggles, tactical/bullet-proof vests, scopes and sights, other machinery and equipment.

The National Police Commission (NAPOLCOM) approves the specifications used for PNP equipment purchases and the standard mode of procurement is through the competitive bidding process.  U.S. companies are welcome to engage with the PNP Directorate for Research and Development.  

The Philippines Bureau of Fire Protection (BFP) Modernization Program provides opportunities for U.S. safety and security companies to supply products and solutions to the BFP.

Philippine Republic Act No. 11189 also known at the BFP Modernization Act was signed into law on September 10, 2021.  The Act mandates the BFP to develop and implement a fire protection modernization program that includes the acquisition of modern fire equipment, the expansion of the BFP’s manpower, and specialized training for firefighters.  The BFP has a new role as one of the lead agencies for disaster and emergency response.

The modernization program will be implemented over the next 10 years and the proposed budget for the initial two-year procurement program is $545 million.  The program also calls for the establishment of specialized fire protection services in every region and city to deal with high-rise building fires, forest fires, aircraft and airport fires, chemical fires, disaster rescue services and emergency medical services.  In addition, there is a provision authorizing the newly-formed Security and Protection Unit to carry firearms to protect firefighters and ensure law and order when responding to incidents.

The BFP plans to acquire: 

  • aluminum fireboats 
  • multi-role helicopters for fire-fighting, rescue and medevac 
  • HAZMAT trucks, fire trucks, emergency vehicles
  • HAZMAT equipment and CBRNE solutions
  • Fire and Rescue equipment
  • Personal protective equipment
  • Other equipment that can boost their capability in rescue operations in land  

The BFP prefers that interested suppliers include training and preventive maintenance for the first three years as part of the package offer.
