Pakistan Higher Education Opportunities

Pakistan represents a growing pipeline of international students, offering U.S. colleges and universities strong opportunities to strengthen recruitment, expand graduate enrollment, and build partnerships that advance U.S.-Pakistan educational cooperation and contribute to the U.S. export of educational services to the Pakistan market sustainability.

Recruitment of International Students from Pakistan
According to the Institute of International Education’s Open Doors Report, Pakistan ranked as the 13th largest source of international students in the United States during the 2024-2025 academic year, with 13,165 students contributing approximately $525 million to the U.S. economy. With 19.2% of its population between the ages of 15 and 24, Pakistan represents a significant and growing student pipeline.

Enrollment of Pakistani students at U.S. institutions has increased by 75% since the 2017-2018 academic year, reflecting sustained upward demand for enrollment at high-quality U.S. colleges and universities. Pakistani students pursuing master’s and Ph.D. programs have demonstrated a marked preference for international study, with the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) International Mobile Student Indicator reporting that over 114,000 Pakistani students studied abroad in 2023 (latest data), underscoring substantial recruitment potential for U.S. institutions.

Of the 13,165 Pakistani students currently enrolled in U.S. institutions, 44.2% are pursuing graduate degrees, 35.2% are undergraduates, and 19.1% are participating in Optional Practical Training (OPT). Pakistani students at research-focused doctoral granting universities are primarily concentrated at institutions in Texas, New York, Illinois, Massachusetts, and California.

Higher Education Partnerships with Leading Universities in Pakistan
Rising student demand is also creating opportunities for U.S. institutions to expand through in-country partnerships in Pakistan for the many students who, for a variety of reasons, desire a U.S. education but do not wish to study in the United States. Partnering with reputable Pakistani schools and universities enables U.S. institutions to tap into this demand by potentially launching dual-degree programs, such as 2+1 and 3+1 formats, and curriculum licensing in high-demand fields such as business, medicine, engineering, and technology. These programs offer students potentially more affordable access to an American academic curriculum while laying a foundation for long-term institutional partnerships and supporting future enrollment in the United States.

For example, Arizona State University (ASU) recently partnered with Pakistan’s National Institute of Technology (NIT) in Lahore to deliver an American-style curriculum and educational experience to NIT’s students, generating a revenue stream for ASU. This type of engagement demonstrates how partnerships can serve as a gateway to academic and economic collaboration, benefiting both U.S. and Pakistani institutions of learning.
