Mozambique Energy LNG Sector Update

Background and Opportunities
 

1. Mozambique LNG (Area 1) – Operated by TotalEnergies  

Mozambique LNG is the country’s largest onshore LNG project, targeting 13.1 million tonnes per annum (MTPA) of export capacity. Operations were suspended in 2021 due to security concerns but are now gradually resuming. In 2024, TotalEnergies announced progress in re-engagement with local stakeholders and security stabilization efforts. In March 2025, the Export–Import Bank of the United States (U.S. ExIm Bank) approved financing of US $4.7 billion for the Mozambique LNG project. This investment represents a significant commitment by the U.S. Government to strengthening trade relations with Mozambique, ensuring U.S. company exports in the LNG sector. Construction activities are expected to restart in late 2025, pending lifting of force majeure.

Opportunities for U.S. companies include:

  • Supply of engineering and construction services for LNG trains and onshore infrastructure.
  • Pipeline, compression, and cryogenic equipment.
  • Workforce development, health and safety solutions, and logistical support.
  • Partnerships with EPC contractors or local firms seeking U.S. technology and standards.
     

2. Coral Norte FLNG – Operated by Eni

Building on the operational success of Coral Sul FLNG, the Coral Norte FLNG project is advancing toward FID in early 2026. The new facility will produce an estimated 3.5 MTPA and target flexible LNG markets.

Opportunities for U.S. companies include:

  • Modular offshore LNG systems, valves, and automation solutions.
  • FLNG support vessels and marine services.
  • Offshore safety equipment, digitalization, and cybersecurity for operations.
     

3. Rovuma LNG (Area 4 Onshore) – Operated by ExxonMobil

The Rovuma LNG project, with ExxonMobil as operator, is designed to produce 15.2 MTPA. The project is undergoing its Front-End Engineering and Design (FEED) phase expected to conclude in late 2025, an FID may occur in 2026.

Opportunities for U.S. companies include:

  • Engagement with ExxonMobil and consortium partners on procurement strategies.
  • Supply of gas processing technologies, compressors, and storage tanks.
  • Environmental and social consulting, and civil works.
     

Additional Opportunities in the Sector:

  • Gas-to-power development: Mozambique is planning new domestic gas-fired power plants; U.S. firms can provide turbines, transmission systems, and project financing.
  • Fertilizer and Petrochemicals: Mozambique’s natural gas can be used as feedstock for urea, ammonia, and other products. U.S. technology and joint ventures are highly relevant.
  • Support Services: Logistics, catering, HSE, IT, and local capacity building services are in demand across all projects.
  • Financing and Export Support: U.S. companies can leverage programs from EXIM Bank, USTDA, and DFC to compete in large-scale tenders and secure long-term deals.
