Mexico Ports Development

Mexico’s new administration announces plans to upgrade and modernize six priority ports. With a 7,145-mile coastline and a network of 102 ports and 15 terminals, Mexico is well aware of the importance of having a robust port infrastructure to increase competitiveness and foster economic growth.

In December 2024, new Mexican President Claudia Sheinbaum and the Secretary of the Navy (SEMAR) announced plans to invest more than $1.6 billion USD to upgrade, maintain, and expand the following six priority ports:

1.    Ensenada ($284 million USD) investment; 2025-2028) 
This includes expansion of the pier from 450 to 550 meters with a draft of up to 17 meters, and the construction of a Maritime Traffic Control Center.

2.    Manzanillo ($671 million USD) investment, 2025-2029) 
This includes the construction of a yard for empty containers, a dock, and a fishing pier in San Pedrito; building two hydrocarbon terminals, a container storage yard, a specialized dock for the deep-sea fishing industry, four container terminals, and an expansion of the customs facility in Nuevo Manzanillo.

3.    Lázaro Cárdenas ($303.5 million USD) investment, 2025-2029) 
This includes the development of La Palma Island to double the port’s capacity, as well as new customs facilities, the reorganization of existing access routes, and the construction of new ones.

4.    Acapulco ($19 million USD) investment, 2025-2029) 
This includes maintenance and expansion of the multipurpose dock, and the rehabilitation of the vehicle terminal.

5.    Veracruz ($88.9 million USD) investment, 2025-2027)
This includes the construction of the east breakwater.

6.    Progreso ($256.8 million USD) mixed investment of state and private funds, 2025-2028)
This includes the construction of new terminals for bulk minerals, vehicles, liquefied petroleum gas, natural gas, and shipyards.
