Mexico Notice of Crossing Customs Requirement

Effective August 1, 2022, Mexico’s Customs Agency (ANAM) is implementing a requirement that all Mexican importers file a “Notice of Crossing” (Aviso de Cruce en el Despacho Aduanero, or AVC) prior to clearing goods through Mexican ports. The AVC is to be filed electronically along with other required customs documentation and replaces the Customs Clearance Operation Document (Documento de Operación de Despacho Aduanero, or DODA) and the Unique Identification Badge (Gafete Unico de Identificación).

This change only applies to Mexican importers, including transportation companies that move shipments out of Mexican customs ports, and only the legal representative, customs broker, customs agency, or the holder of the power of attorney are authorized to submit this information via Mexico’s Electronic Customs System. Non-compliance with this requirement may jeopardize the import clearance processes and could result in fines for the Mexican importers, customs brokers, and carriers.

It is strongly recommended that U.S. exporters confirm with their Mexican clients that they are aware of these changes to avoid delays and other possible penalties.
