Mexico Import Classifications
On May 29 and September 28, 2026, Mexico’s Ministry of Economy published amendments to Annex 2.4.1, commonly known as the NOM Annex, which identifies imported goods subject to compliance with Mexican Official Standards (NOMs) at customs. The changes affect several product categories, including mobile phones, telecommunications equipment, electric motors, air conditioners, water pumps, and plumbing products.
May 29 Amendment
The May 29 amendment introduced changes to NOM compliance requirements for smartphones and other mobile phones classified under Mexican tariff codes 8517.13.01, 8517.14.91, and 8517.18.99. These products no longer qualify for certain exemptions from NOM compliance previously available through simplified courier import procedures. The amendment also updated the application of NOM-001-SCFI-2018 (electronic product safety) and NOM-024-SCFI-2013 (commercial labeling requirements) to these products.
In addition, the amendment updated references and product coverage in the NOM Annex for four energy-efficiency standards: NOM-004-ENER-2025 (water pumps), NOM-011-ENER-2025 (central air conditioners), NOM-014-ENER-2025 (single-phase electric motors), and NOM-016-ENER-2025 (three-phase electric motors).
The amendment also incorporates the Comprehensive Technological Platform for Quality Infrastructure (PLATIICA), Mexico’s electronic platform for managing standardization and conformity assessment procedures, into applicable foreign trade rules.
The May 29 amendment generally took effect on May 30, 2026. However, the Ministry of Economy postponed application of the changes concerning NOM-001-SCFI-2018 and NOM-024-SCFI-2013 until July 1, 2026.
September 28 Amendment
On September 28, the Ministry of Economy updated the NOM Annex, adding or modifying tariff classifications subject to compliance with the following standards:
- NOM-012-CONAGUA-2021: Faucets, valves, fittings, and certain other products for potable-water plumbing installations.
- NOM-033-ENER-2019: Energy efficiency of certain small, air-cooled alternating-current electric motors.
- NOM-221-SCFI-2017 and NOM-221/2-SCFI-2018: Requirements for specified mobile terminals and telecommunications devices, including equipment identification and technical specifications.
The September 28 amendment took effect on September 29, 2026, except for provisions related to NOM-221-SCFI-2017 and NOM-221/2-SCFI-2018, which become enforceable 30 business days after publication in the DOF.
Implications for U.S. Exporters
U.S. exporters should work with their Mexican importers and customs brokers to determine whether their products fall within the affected tariff classifications and the scope of the applicable NOMs. Where required, importers must demonstrate compliance at the point of entry through the appropriate certification, technical documentation, or other recognized evidence. Exporters should review applicable requirements before shipping to avoid potential customs delays or additional compliance costs.
