Mexico Aluminum Import Notice

Applies to 42 tariff lines and may delay customs clearance if required data is incomplete.

On April 2, 2026, Mexico published a new Automatic Import Notice for aluminum products. The measure applies to definitive and temporary imports, covering unwrought aluminum, bars and rods, plates and sheets, profiles, tubes, and related fittings and accessories. The Mexican government is requiring information including the tariff code, customs value excluding freight and insurance, unit price in U.S. dollars per kilogram, country of smelting, country of cast, country of origin, exporting country, supplier name, and a complete technical description in Spanish.  Although the Mexican government has published the rule, it will not become operational until the filing is enabled in VUCEM, Mexico’s electronic single window for foreign trade, and the Ministry of Economy issues the official activation notice.

Relevance to U.S. Exporters 
This measure increases traceability requirements for aluminum entering Mexico and supports efforts to address possible third country transshipment. For U.S. exporters, the immediate risk is operational, not tariff related. Shipments could face delays if exporter documentation does not match the information the Mexican importer must later submit through VUCEM. U.S. companies selling primary or semi processed aluminum products to Mexico should begin aligning commercial invoices, origin data, technical descriptions, and supplier records.

The rule does not provide an explicit USMCA exemption, so North American origin alone does not remove the compliance obligation.

Supply Chain Impact
U.S. exporters should treat this as an early warning and prepare now by confirming whether their products fall within the 42 covered tariff lines and coordinate with Mexican importers, customs brokers, and compliance teams to ensure that smelting data, cast data, origin details, and technical product descriptions are complete and consistent before the system goes live.
