Kuwait ICT Smart Library Systems Project
Kuwait’s 2025-2028 development plan includes a $15 million project to transform its public libraries into smart libraries by Q4 2028. This initiative aims to modernize libraries using artificial intelligence, digital resources, smart technologies, and robots.
The project includes developing 20 public libraries across all six governorates and plans to upgrade 10 libraries through private-sector partnerships. It aims to position 30 Kuwaiti libraries globally while enhancing technological infrastructure and expanding access to digital information resources.
The tender for transforming the National Library of Kuwait (National Library of Kuwait) into a digital library is expected to be launched in Q4 2026. In preparation for this tender, the National Council for Culture, Arts, and Letters selected the pilot library Ishbiliya. Kuwait is looking to partner with U.S. digital solutions providers for:
• Digital library platform (it should support Arabic and English).
• Integrated library management system.
• Digital archive and preservation system.
• Arabic OCR (Optical Character Recognition) and AI search.
• E-books and E-lending system.
