Kuwait Financial Services New Insurance Resolution
On May 20, 2025, Kuwait’s Insurance Regulatory Unit (IRU) published on its website and Kuwait’s official gazette (Al Youm) Resolution No. 11/2025 regarding insurance companies in Kuwait. The IRU is supervised by Kuwait’s Ministry of Commerce and Industry.
This new resolution states that all insurance companies providing investment-related products should first obtain a license from the Capital Market Authority (CMA), Kuwait’s capital markets regulator. This decision followed a Memorandum of Understanding signed between IRU and CMA to enhance investment market controls in Kuwait.
The IRU instructed licensed life insurance companies in Kuwait to submit their service offerings to the CMA and obtain the required additional licenses. The IRU ordered these companies to halt new investment-linked product sales until new CMA licenses are obtained. This includes investment-linked insurance products and savings activities.
