Jordan Water Sector Infrastructure Development

Summary

Jordan’s extreme water scarcity is driving ongoing opportunities in water infrastructure and advanced technologies. National priorities under the water strategy 2023-2040 and major projects such as the National Conveyance Project (NCP) are generating tender and procurement opportunities for U.S. exporters. Projects in this sector are often supported by international donors. The water sector in Jordan is led by the Ministry of Water and Irrigation (MWI) and the Jordan Valley Authority and Water Authority of Jordan (WAJ) with implementation supported by key water utilities including Miyahuna, Yarmouk Water Company, and Aqaba Water Company – each covering different areas of the country.

U.S. companies are well-positioned in desalination, wastewater treatment, pipeline infrastructure, non-revenue-water (NRW) reduction, smart and digital water solutions, and other areas. Opportunities are primarily accessed through government tenders, utility-led projects, and donor funded programs. Companies that engage early to track upcoming tenders and align with national priorities will be better positioned to capture deals.

Opportunities

Jordan’s water sector is supported by a growing pipeline of large-scale infrastructure and donor-funded projects, creating concrete deal opportunities for U.S. companies, including:

  • National Conveyance Project (NCP): The NCP project will supply around 40% of Jordan’s drinking water with major desalination, pipeline conveyance system, and energy components. This project is funded by the Government of Jordan (GoJ) with significant donor and lender support.
    Estimated value: about $6 billion.
    Timeline: Financial Close 2026, construction is expected to begin by end of 2026, with operations projected to commence by 2030.
     
  • NCP Readiness Program: NCP Readiness Program: This program enables the delivery of drinking water from NCP delivery points to customers and supports efficient wastewater treatment and water reuse. The program comprises approximately 11 bulk drinking water infrastructure projects, including pipelines, reservoirs, and pumping stations. It is funded by multiple donors and lenders.
    Estimated value: 800+ million USD.
    Timeline: Rolling implementation aligned with NCP (2026–2030).
     
  • Wadi Zarqa Wastewater Treatment Plant: Design-Build-Operate project; capacity 150,000 m³/day expandable to 350,000; includes energy efficiency and reuse components.
    Estimated value: Multi-hundred million USD.
    Timeline: design-build period of approximately 36 months (Early 2028–Early 2031) and an operation service period of 20 years (2031–2051).
    As-Samra Wastewater Treatment Plant Expansion: Supports increased wastewater flows and system efficiency.
    Estimated value: $29.4 million.
    Timeline: Ongoing / Implementation is expected to start in 2026.
     
  • Non-Revenue Water (NRW) Projects: Nationwide network construction and upgrades, pump stations, leakage reduction, smart metering, controlling and monitoring (SCADA) and water system technologies.
    Estimated value: Multiple tenders (multi-hundred million).
    Timeline: Ongoing and planned.
     
  • Design of Operating Technology Digital Transformation Project: Aims to enhance water sector performance by establishing a unified Supervisory Control and Data Acquisition (SCADA) enterprise architecture and preparing an Operating Technology implementing roadmap to roll out across utilities. The project includes the preparation of various design-and-build implementation packages to roll out the enterprise SCADA architecture across WAJ and the utilities. This project is supported by the Government of Jordan.
    Estimated value: Multi-million USD.
    Timeline: The implementation phase is scheduled to commence in September 2026 and will extend over a period of more than five years.
     
  • Non-Revenue Water (NRW) Reduction Project/Performance-Based Contract (PBC)/ Public-Private Partnership (PPP): The project focuses on non-revenue water (NRW) reduction, network rehabilitation, and long-term operation and maintenance of a significant portion of Amman’s water distribution network. This project is supported by the GoJ and the International Finance Corporation (IFC).
    Estimated value: Multi-hundred million USD.
    Timeline: Request for Proposals (RFP) and contract award is in 2026 with an expected duration of approximately 24 years.
     
  • Jordan Water Sector Efficiency Project: Focus on NRW reduction, energy efficiency, and climate resilience (World Bank, AFD, GCFF)
    Estimated value: Around $300 million.
    Timeline: 2023-2028.
    Sustainable Wastewater Management Project: Aims to improve and expand wastewater services throughout (KfW-funded).
    Estimated value: Around $60 million.
