Ireland National Plan for Universal, Digital, and Integrated Health Services

The Irish government has published Sláintecare 2025+, a report outlining the next phase of Ireland’s healthcare transformation aimed at delivering universal healthcare.  

Ireland’s population is living longer and demand for healthcare, particularly chronic and long-term care, is steadily rising.  Sláintecare 2025+ aims to meet these challenges by shifting more services into the community and primary care settings, enhancing hospital efficiency and moving towards a universal, patient-centered health system.

Sláintecare 2025+ sets out 23 projects to achieve universal, affordable, and high-quality health and social care by 2027.  Key initiatives include a new contract requiring hospital consultants to work exclusively in public hospitals to increase public care availability, building specialized centers for planned procedures, and reorganizing the Health Service Executive (HSE), Ireland’s public health authority, into six regional health areas for better integration of hospital and community services.  The plan also prioritizes patient involvement, safety improvements, and digital health transformation to deliver a more coordinated and patient-focused system.

Ireland’s Sláintecare 2025+ reform is boosting demand for digital health solutions, advanced medical devices, workforce training, and healthcare infrastructure.  The strategy will create opportunities for suppliers of digital transformation solutions, equipment for new elective treatment centers, and enhanced pharmacy services.  While selling to Ireland’s public health system involves regulatory and procurement challenges, U.S. firms with strong local partners and a focused strategy have the opportunity to position themselves to capitalize on this healthcare system transition.
