Hong Kong Maritime and Aviation Training Fund 

The Maritime and Aviation Training Fund (MATF) came into operation on April 1, 2014. The aim is to build up a vibrant, diversified and competitive pool of professionals and technical personnel to support Hong Kong’s future development in the two sectors.  

With a total commitment of HK$500 million (US$64 million) by financial year 2023-2024, the MATF sustains and enhances the Government’s support for manpower development and promotion of the maritime, aviation, and logistics industries.  As of December 31, 2024, the MATF had a total commitment of HK$500 million, with approximately HK$234 million in accumulated expenditure, so approximately 47 percent of the total das been utilized. 

With the reconstitution in 2025 of the Hong Kong Maritime and Port Board (HKMPB) into the Hong Kong Maritime and Port Development Board (HKMPDB), it is expected that additional funding will be provided to enhance its research capabilities, strengthen its Mainland and overseas promotional work, and step up manpower training, with a view to support the Hong Kong government in policy implementation and promoting sustainable development of Hong Kong’s maritime industry.
