Guatemala Public Education Digital Transformation Policy

In June 2025, Guatemala’s Ministry of Education (MINEDUC), through the Directorate General for Educational Quality Management (DIGECADE), launched the Digital Transformation Policy with the goal of modernizing the public education system and bridging the digital divide in Guatemala by 2035. This strategic roadmap focuses on improving connectivity, distributing devices, upgrading technological infrastructure, and strengthening digital skills for both teachers and students.

The Guatemalan public education system serves approximately 3.5 million students across more than 36,000 schools. By 2027, the government aims to reach 80% coverage in secondary schools with connectivity and device provision. DIGECADE, which manages its own budget within MINEDUC, is expected to receive increased allocations for policy implementation. In the short term, approximately USD 4 million has been allocated for technology equipment, in addition to 15,000 scholarships for teacher training and professional development through online learning platforms.

  • Emerging Needs: mobile connectivity scholarships (devices + airtime), nationwide digital literacy programs, digital assessment frameworks, and exploratory AI applications in education.
