Guatemala Healthcare Cancer Law Regulation
The Government of Guatemala published the regulations implementing the country’s Law for Comprehensive Cancer Care (Decree 7-2024), establishing the mechanisms and institutional framework necessary to operationalize the law’s provisions. The regulation, issued through Government Agreement 105-2026, is intended to strengthen cancer prevention, early diagnosis, treatment, rehabilitation, and palliative care nationwide.
The publication of the regulation represents a significant milestone following more than a year of discussions regarding implementation. Prior to its issuance, several provisions of the law remained difficult to execute due to the absence of detailed operating procedures and governance structures. The regulation is expected to support the creation and operation of new institutions and programs envisioned under the law, including a National Comprehensive Cancer Care Directorate, a National Cancer Council, and a Population-Based Cancer Registry.
The law also provides for substantial public investment in oncology services, including hospital infrastructure, specialized equipment, workforce development, research activities, medicines, and other health technologies. Guatemalan authorities have previously highlighted plans to strengthen oncology services at public hospitals, standardize treatment protocols, expand access to cancer medicines, and advance plans for a specialized public cancer hospital.
For U.S. companies providing solutions in oncology, medical devices, diagnostics, radiation therapy, hospital infrastructure, and specialty pharmaceuticals, the regulation may signal the gradual expansion of procurement opportunities as implementing agencies begin translating legal mandates into programs and projects. While specific procurement timelines have not yet been announced, companies should closely monitor MSPAS initiatives, budget allocations, public tenders, and implementation plans associated with the law. Early engagement with local partners and healthcare stakeholders may help companies identify emerging opportunities as the regulatory framework moves from planning to execution.
