Greece National AI Strategy

Greece is transitioning from strategic planning to the early implementation of its national artificial intelligence (AI) agenda, positioning AI as a central pillar of its broader digital transformation and economic modernization efforts. Following the formal adoption of its national AI strategy, the government is now focused on execution through targeted investments, institutional coordination, and ecosystem development.

The strategy establishes a comprehensive framework for integrating AI across key sectors including healthcare, education, public administration, energy, climate resilience, tourism, and industry, with the goal of improving productivity, enhancing public services, and enabling data-driven decision-making. It also prioritizes the development of a dynamic innovation ecosystem by supporting startups, strengthening research capabilities, and attracting foreign direct investment in AI technologies.

A strong emphasis is placed on regulatory alignment with European initiatives, particularly the EU AI Act, ensuring that AI deployment in Greece adheres to principles of trustworthiness, transparency, and human-centric design. At the same time, Greece is leveraging European partnerships, including participation in the EuroHPC Joint Undertaking, to access advanced computing infrastructure and accelerate AI research and deployment.

Complementary investments in high-performance computing, cloud infrastructure, data governance, and digital skills are reinforcing national readiness. Collectively, these efforts position Greece as an emerging AI and digital innovation hub in Southeastern Europe, with growing opportunities for international collaboration.

Current Situation

Greece is actively implementing its AI strategy through a series of flagship initiatives, infrastructure investments, and institutional collaborations that are shaping a cohesive national AI ecosystem.

A key milestone is the release of the “Blueprint for Greece’s AI Transformation” in November 2024, which outlines a national vision for AI adoption across priority sectors. Developed by a high-level AI advisory committee in collaboration with the Special Secretariat of Foresight, the blueprint emphasizes ethical AI governance, regulatory compliance with European frameworks, and international cooperation.

At the core of the country’s infrastructure rollout is the Pharos AI Factory, launched in 2025 as part of the European High-Performance Computing (EuroHPC) framework. Designed as a national hub for AI innovation, Pharos connects startups, SMEs, research institutions, universities, and public sector entities, supporting the full lifecycle of AI development—from research to commercialization.

Pharos will be powered by the DAEDALUS supercomputer, currently under development and expected to become operational in 2026. With advanced computational capabilities, the system will support large-scale AI model training, big data analytics, and applications in areas such as healthcare, climate modeling, and smart infrastructure. Together, Pharos and DAEDALUS form the backbone of Greece’s AI infrastructure, while also enabling the development of AI systems tailored to the Greek language and context.

In parallel, investments in data centers and cloud infrastructure are strengthening the technological foundation required for AI deployment. The government is also advancing AI adoption within public administration through pilot projects focused on document processing, data analytics, and digital service delivery, contributing to improved efficiency and reduced administrative burden.

Efforts to build human capital are progressing alongside infrastructure development. Universities and research institutions are expanding AI-related programs, while national initiatives promote workforce upskilling and digital literacy. Research is increasingly focused on language technologies, multimodal datasets, and inclusive AI systems.

Overall, Greece is moving from strategic intent to practical implementation, building an integrated AI ecosystem that combines infrastructure, policy, talent, and regional cooperation to support long-term, innovation-driven growth.

Major U.S. AI and Cloud Infrastructure Investments
Greece has attracted significant interest from global technology companies as it strengthens its digital infrastructure to support AI, cloud computing, and data services. Several major U.S. and multinational firms are investing billions of euros in data centers, cloud regions, and related technologies that underpin AI development in the country.

Microsoft: 
Microsoft is undertaking one of the largest technology investments in Greece’s history through the development of a regional cloud data center infrastructure in the Attica region. The company plans to build a cluster of three hyperscale data centers under its “GR for Growth” initiative, designed to serve Azure, Microsoft 365, and related cloud and AI services. This €976 million (~$1 billion) investment supports enterprise-level cloud capacity and low-latency services. Having already trained 100,000 citizens in 2025, the program is now focused on strategic further expansion.

Amazon Web Services
AWS is expanding its cloud and AI footprint in Greece with an AWS Local Zone in Athens and partnerships with data center operators like Digital Realty. Estimated investments in Greece’s data center market by AWS are around €200 million, marking the first expansion of AWS Local Zone infrastructure outside the United States. This infrastructure supports ultra low latency applications and strengthens Greece’s role as a cloud and AI services hub. 

Google
Google is planning a large cloud infrastructure presence in Greece, with reported plans to invest up to €2.2 billion by 2030 through cloud region infrastructure that accelerates digital transformation and supports AI workloads for Greek businesses. Although specific data center build details vary over time, Google’s commitment reflects its interest in positioning Greece as a strategic cloud location in Southeastern Europe. 

Digital Realty
Digital Realty is one of the most active data center investors in Greece. After acquiring Lamda Hellix (now Digital Realty Hellas), the company has expanded multiple facilities in the Attica region and Crete. Projects include Athens 3 and Athens 4 data centers, and the Heraklion 1 facility in Crete, with construction investments in the range of tens of millions of euros per site. Digital Realty is also planning further expansions (Athens 5) based on demand, reinforcing Greece’s role in the EMEA data center market.
