Ghana Healthcare New Programs Announced
In early 2025, the new Ghanaian Government announced several initiatives to further reform Ghana’s healthcare system. Mahama Cares is a social initiative spearheaded by Ghanaian President John Dramani Mahama to bridge healthcare financing gaps by introducing the Ghana Medical Care Trust Fund. That Fund will provide financial support for quality healthcare to individuals battling lifestyle and other non-communicable diseases such as kidney failure (dialysis), cancers, sickle cell disease, diabetes, hypertension, and heart disease.
In the March 2025 annual budget, the Ghanaian Government allocated 9.9 billion Ghanaian cedis (approximately $584 million) to the National Health Insurance Scheme (NHIS) for claim payments, essential medicines, vaccines, Free Primary Healthcare, and the Mahama Cares initiative.
Big Push Program
As part of the Big Push Program, the Ghanaian Government will seek to fund the completion of outstanding hospital construction projects that had been started under the previous Ghanaian administration’s Agenda 111 program. The former Agenda 111 Secretariat will be dissolved. In his February State of the Nation address, President Mahama directed the Ministry of Health to develop a roadmap for the completion of the construction of 111 modern hospitals throughout Ghana that had been envisioned. He appealed to private hospital developers and other private stakeholders to enter into public private partnerships to help advance this effort.

1. Healthcare and Medical Equipment: Ghana’s healthcare infrastructure, particularly in rural areas, remains underdeveloped. Mahama Cares’ focus on improving healthcare access creates significant demand for medical supplies, equipment, and technologies. American companies specializing in medical devices could explore partnerships with the Ministry of Health to provide these services.
2. Technology and Innovation: The adoption of technology for education, e-health services, and rural development aligns with the goals of Mahama Cares.
