Summary: The Czech Republic is embarking on a series of infrastructure projects, leveraging Public-Private Partnerships (PPPs) to complete its national motorway network and establish a high-speed rail (HSR) system. The Ministry of Transport (MoT) of the Czech Republic, alongside the national railway infrastructure manager Správa Železnic (SŽ), have announced a series of infrastructure projects as part of a long-term commitment to Public-Private Partnerships (PPPs) in transport infrastructure. This strategic approach aims to complete the national motorway network and establish a high-speed rail (HSR) system. The MoT’s PPP Unit serves as the contracting authority for road PPPs, and jointly with SŽ, for rail PPPs. These PPPs are backed by stable political support, successful project experience, transparent tenders, and strong credit ratings and will focus on building a modern, efficient, and interconnected network.

Rail Projects
Railway connection to Prague Airport (PRAK) PPP - This pilot rail PPP project in the Czech Republic will address a long-standing gap in Prague’s mass transit system and is crucial for the airport’s future growth and adherence to environmental standards. The project aims to build Design-Build-Finance-Operate-Maintain (DBFOM) rail infrastructure that will link Prague’s VeleslavÃn metro station with the airport and connect back to the main Prague–Kladno line. The project will significantly increase railway capacity and improve comfort, reliability, and safety. The overall capital expenditure (CAPEX) is approximately EUR 1.1 billion. The PPP scope covers 14 km of DBFOM and includes the modernization and construction of specific sections of the broader PRAK railway project. It includes double-tracking, electrification, and equipping the line with modern communication and signaling technologies. Currently, the pre-qualification (PQ) assessment of the submitted documents is ongoing, and three consortia submitted PQ documents in April 2025. A competitive dialogue is expected to launch in September 2025.
HSR Moravian Gate - This approved PPP project involves 91 km of DBFOM of a high-speed rail network connecting Brodek u Prerova and Ostrava. The estimated CAPEX is EUR 3.8 billion. MoT anticipates launching the tender in mid-2026 or later, with an industry day for bidders planned beforehand.
Rapid Rail Service Central Moravia - This DBFOM project involves a conventional rail network connecting the cities of Brno and Prerov, which will link to the HSR Moravian Gate. The scope includes expansion and rerouting of the current single-track to a double-track line. The project covers 50 km of DBF(O)M and 25 km of O&M. The estimated CAPEX is EUR 2.4 billion. MoT anticipates launching the tender after the D35 or PRAK projects close (mid-2026 or later), with an industry day for potential bidders organized before the tender begins.
HSR South Moravia - This PPP project focuses on the DBFOM of a high-speed rail network between Modrice (Brno) and Rakvice, heading towards Vienna. The project covers 39 km of DBF(O)M. The estimated CAPEX is EUR 900 million. The intended speed for personal transport is 320 km/h. The project has been approved by the Government, with investor preparation currently underway. MoT expects to launch the tender for the transaction advisor in 2026.
Road Projects
D35 Motorway PPP - This project is a crucial part of the Trans-European Transport Network (TEN-T) network, forming sections of the backbone route connecting Prague and the Moravian region. This DBFOM project involves approximately 34.4 km of new construction and 22.2 km of light operation and maintenance. It includes two tunnels, one 4 km long (DÄ›tÅ™ichov) and another 1.3 km long (MaletÃn), with a compensation mechanism for unforeseeable geological conditions. Estimated CAPEX is EUR 1.5 billion. The project is in the competitive dialogue phase, and four consortia have been shortlisted. MoT expects to issue a call for final bids by the end of 2025.
D0 (Northern section of the Prague Ring Road) – This 28km project includes sections 518, 519, and 520 of the northern part of the Prague Ring Road. The estimated CAPEX is up to EUR 3.2 billion. It is subject to a PPP suitability assessment.
D3 Motorway - The D3 motorway is a major transportation route connecting Prague and Austria. The PPP project under consideration is 60 km long and involves 39 km of DBFOM sections between Prague and Nová Hospoda. The estimated CAPEX is up to EUR 2.3 billion.
D55 Motorway – The D55 motorway is an important route connecting Olomouc and Břeclav. The proposed PPP sections between Bzenec and Břeclav total 37.4 km of DBFOM. The estimated CAPEX for this project is up to EUR 1.1 billion. If approved by the government, the project will proceed as a PPP, with a transaction advisor tender launched in 2026.
