Croatia Environmental Technology Zagreb Holding Launches €56 Million Investment Cycle

The city authorities of Croatia’s capital, Zagreb, have placed increasing emphasis on environmental sustainability, circular-economy principles, and the modernization of public utilities as part of their long-term development strategy, aligned with EU Green Deal objectives and climate targets. Urban infrastructure, waste management, and low-emission public services have been identified as priority areas for investment. Within this framework, municipally owned companies are expected to play a central role in implementing the green transition at the city level, translating national and EU-level commitments into concrete procurement and investment projects.

Zagreb Holding, the largest municipal services company in Croatia, is initiating a new investment cycle supported by a €56 million loan from the International Finance Corporation (IFC). The investment will support the purchase of low-emission municipal vehicles, machinery, and equipment to modernize the city’s waste management, road maintenance, and green-area services. Investments will also support circular-economy initiatives, including equipment for separated waste collection, bio-waste processing infrastructure, and data-driven smart-operations systems for municipal services.
This effort follows a series of major financial restructurings by Zagreb Holding and the City of Zagreb, signaling a broader shift toward modernization and sustainability in Croatia’s urban services sector.

The project presents significant opportunities for U.S. suppliers of low-emission municipal vehicles, waste-management technologies, recycling and bio-waste processing equipment, and smart city/ICT solutions.
