Côte d’Ivoire – Port of San Pedro Expansion and Modernization
Opportunity for U.S. companies to partner in Côte d’Ivoire’s $2 billion Port of San Pedro expansion.
U.S. companies are invited to explore opportunities in Côte d’Ivoire’s Port of San Pedro, a major initiative to transform the facility into West Africa’s leading industrial and logistics hub. The Port Autonome de San Pedro (PASP), located in southwestern Côte d’Ivoire, is the country’s second-largest port by cargo volume and the world’s leading cocoa-exporting port. The expansion program is financed 32% by the public sector and 68% through private investment and includes multiple components structured under concessions and public–private partnerships (PPPs). The modernization effort is designed to enhance port competitiveness, diversify cargo operations, and strengthen regional trade connectivity.
Key elements of the program include:
- Advanced Port Logistics Platform (73 million USD, BOT model): Planned development of a 200-hectare logistics zone in Odienné featuring modern warehouses, truck parking, office space, internal roadways, and wastewater systems. U.S. companies may engage in early planning, design, and partnership discussions.
- Semi-Industrial Fishing Port: Proposed modernization of the existing fishing port to create a semi-industrial facility with a new berth, onshore processing areas, and navigation safety improvements. Feasibility and environmental studies are underway; international partners could participate in future procurement phases.
- Mineral Terminal Integrated with the Man–San Pedro Railway (Concession): Construction of a dedicated mineral export terminal is underway under a long-term concession (TIPSP) operated by Arise Ports & Logistics. U.S. firms may explore opportunities for expansion, subcontracting, or technology solutions within the concession framework.
These initiatives collectively represent significant opportunities for U.S. companies specializing in engineering, construction, port operations, logistics, project financing, digital infrastructure, and environmental consulting. Engagement may occur through partnerships, subcontracting, or specialized service agreements, particularly for planned or future phases of the port’s expansion program.
