Colombia Rail Infrastructure Bogotá Metro Line 2
Bogotá’s Metro Line 2 will relaunch its international bidding process on March 3, 2026, with final proposals due by November 30, 2026. Following a previous tender that did not receive bids, the Bogotá Metro Company (BMC) is actively seeking international partners and encouraging foreign firms to participate in this new procurement round. The project offers significant opportunities for U.S. engineering and construction companies with expertise in metro systems, tunneling, and integrated transport solutions.
Bogotá, a metropolitan area of more than eight million residents, currently relies heavily on bus-based public transportation, primarily through the TransMilenio Bus Rapid Transit (BRT) system. While the BRT network moves millions of passengers daily, growing demand and congestion have highlighted the need for higher-capacity rail solutions. The city is therefore developing its first metro network, with Line 1 currently under construction and Line 2 designed to further expand rail-based mobility and strengthen integration with existing BRT corridors as part of a broader effort to modernize Bogotá’s urban transport infrastructure.
The project consists of a 15.5 km (9.6-mile), mostly underground, fully automated mass transit corridor that will connect the districts of Barrios Unidos, Chapinero, Engativá, and Suba through 11 stations, with an end-to-end travel time of approximately 20 minutes. Once operational, the line will expand Bogotá’s metro network by about 65 percent and integrate directly with Line 1 and at least five TransMilenio BRT corridors. The system is designed to carry up to 76,000 passengers per hour per direction, operating seven-car trains with GoA4 driverless technology.
Metro Line 2 is structured as a long-term concession under a 30-year contract, which includes a pre-operational stage of up to nine years—covering a preliminary phase of up to 18 months and a construction phase of up to 90 months—followed by an operational period extending to approximately 2057.
The project’s estimated total cost of $8.8 billion combines capital expenditures (CAPEX) of over $4 billion with approximately $5 billion in financing from leading multilateral development banks, including the Inter-American Development Bank, the World Bank, the European Investment Bank, and the Development Bank of Latin America.
The prequalification phase will run from March 3 to July 30, 2026, while the international public bidding phase begins on March 31, with companies having until November 30, 2026, to submit their bids. This overlap allows interested consortiums to begin preparing their proposals before the prequalification phase closes. The BMC expects to announce the final contract winner on January 29, 2027.
Bogotá Metro Line 2 represents a major opportunity for U.S. companies to participate in one of Colombia’s largest urban transport projects. The concessionaire will oversee integrated project delivery, including construction, system integration, and long-term operation and maintenance. Specialized firms may participate in subcontracting opportunities across areas such as rolling stock, signaling systems, tunneling and underground construction, station infrastructure, and operations and maintenance, as defined by the concessionaire.
