Colombia Infrastructure Opportunities
Bogotá’s 2025-2026 infrastructure agenda presents opportunities for U.S. firms with expertise in engineering, construction management, water systems, transit development, and airport projects. Key priorities include major corridor upgrades, expansion of wastewater treatment facilities, transit-oriented development around the metro, and a comprehensive airport modernization program. Current plans integrate urban mobility improvements, logistics infrastructure, and healthcare-focused Public-Private Partnerships (PPPs).
Procurement in Bogotá combines traditional public works contracts, Engineering, Procurement, and Construction (EPC) schemes, and PPPs. Many projects are accompanied by independent supervision (interventoría) tenders, offering additional entry points for U.S. companies. Notable projects with upcoming procurement activity include the Nueva Calle 13 corridor, the Santa Bárbara–Contador Avenue upgrade, a grade-separated intersection at Avenida del Ferrocarril, and a mixed-use development connected to Metro Station 6. Bidding processes for these initiatives are expected to open and be awarded between late 2025 and early 2026.
In the water sector, the wastewater treatment plant (Planta de Tratamiento de Aguas Residuales-PTAR) Canoas project is one of the largest wastewater treatment plants in Latin America, with future bidding expected to be awarded between late 2025 and early 2026 for construction, commissioning, and supervision phases. The Bogotá government is also planning new healthcare infrastructure projects under PPP models. Early engagement with local partners is critical for U.S. companies to meet local requirements.
Active monitoring of official procurement channels—including the Bogotá Mayor’s Office, the Instituto de Desarrollo Urbano (IDU), and SECOP, the Colombian Government’s Electronic Public Procurement System—is essential. Participating in public consultation forums in the leadup to tender announcements allows companies to provide input on project specifications and strengthen their competitiveness ahead of tender announcements.
