Canada Infrastructure Major Projects Office

The Canadian federal government has launched the Major Projects Office (MPO) under the Building Canada Act to streamline approval and financing for projects of “national interest”. The MPO enforces a two-year maximum federal review timeline and collaborates closely with provinces and Indigenous partners to accelerate environmental and regulatory approvals to realize a “one project, one review” strategy.

Beyond approvals, the MPO will play a central role in helping structure and coordinate project financing, linking proponents with federal programs like the Canada Infrastructure Bank, Canada Growth Fund, and Indigenous Loan Guarantee Program. In addition, the MPO will prioritize assisting critical mineral projects to get to final investment decisions within a two-year period.

On September 11, 2025, Prime Minister Mark Carney announced a first wave of major projects across Canada, including:

  • Phase Two of LNG Canada in Kitimat, B.C., which will double liquefied natural gas production.
  • The Darlington New Nuclear Project in Clarington, Ont., focused on small modular reactors.
  • The Contrecœur Terminal Container Project, expanding the Port of Montreal.
  • The McIlvenna Bay Foran Copper Mine Project in Saskatchewan.
  • The expansion of the Red Chris Mine in northwestern B.C.

In addition, six other projects in critical minerals, clean energy, carbon capture, infrastructure, and transportation are still in early planning stages:

  • Wind West Atlantic Energy, supporting wind power in Atlantic Canada.
  • The Alberta-based Pathways Plus carbon capture project.
  • An Arctic economic and security corridor.
  • Upgrades to the Port of Churchill.
  • All-weather road infrastructure in Northern Canada.
  • The Alto high-speed rail corridor between Toronto and Quebec City

The U.S. Commercial Service in Canada is closely following developments associated with the Major Projects Office and stands ready to support advocacy and export promotion efforts.
